Quality is not a tone of voice. In Noria it is a set of enforced steps: independent review, adversarial testing, evidence requirements, and human approval where it matters.
Review-by-two
The author does not grade the work.
Important work is reviewed by an independent operator — and, where an organization has connected more than one provider, by a different model vendor. Disagreement is surfaced to a human rather than averaged away.
Draft
The author operator produces a result with claims and sources attached.
Independent review
A reviewer with no write access evaluates claims against evidence.
Disagreement
Conflicts are recorded as conflicts, with both positions preserved.
Human decision
A person resolves the exception; the resolution becomes memory.

An adversarial pass looks for the ways the result is wrong, incomplete, or unsafe to act on.

Controls
Governance that reduces approval theater.
If people approve everything, they inspect nothing. Noria's controls exist to route scarce human attention to the decisions that carry risk.
Permissions
Data, tools, and actions are granted per operator. Read-only is the default posture.
Approval gates
Policy decides what proceeds automatically and what requires a named human approver.
Escalation
Blocked or contested work routes to the right person with the context already attached.
Provenance
Claims carry sources; actions carry the inputs, reviewer, and approver that produced them.

Noria is an early-stage platform in active development. Enterprise tenancy, deployment options, and formal compliance certifications are architecture and roadmap goals — we describe them as design direction, not as shipped guarantees. We will tell founding partners exactly what exists today.
