The sequence
Six steps, every time.
1. Configure operators from templates
Guided setup selects the few roles a workflow actually needs. Templates carry scope, tools, review rules, and budget defaults — you are not deploying every possible role.
2. Assemble governed context
Organization and project memory are composed into a scoped brief. Operators receive what their role permits, not the entire corpus.
3. Collaborate under policy
Operators request work, hand off tasks, and record decisions in-platform. Sharing and promotion of memory between operators is explicit and governed.
4. Verify independently
Review-by-two sends important work to a second operator — and a second model vendor where one is available — instead of asking a model to grade itself.
5. Act inside gates
Permissions, approval gates, and escalation paths decide what proceeds automatically and what a human sees. Exceptions reach people; routine work does not.
6. Measure and persist
Outcome, rationale, evidence, approver, and cost are written back so the next run starts informed.

Noria is built to route across hosted and local models. Independent review is most useful when the reviewer is not the author — including at the vendor level. Availability depends on the models an organization chooses to connect.
